Rules for the Use of Recommendation Technologies
These Rules have been developed in accordance with Article 10.2-2 of Federal Law No. 149-FZ of 27 July 2006 “On Information, Information Technologies and Information Protection” and describe how recommendation technologies are used on the Neolex website (https://neolexst.com, the “Website”).
1. Website owner
Polina Mikhailovna Ermolina, INN 500319287601. E-mail address for enquiries, including legally significant communications: ermolinapolina358@gmail.com.
2. Where recommendation technologies are used
- matching of programmes, scholarships and internships to the user’s profile (the “Matching” section), “By relevance” sorting and “How to broaden your options” tips;
- the “My Options” section — programmes that match the user’s profile 100%, and the “waiting list”;
- country card: match with the profile, nearest deadline and “best flight”;
- the “Similar options”, “Similar programmes” and “Similar internships” blocks on programme, university and internship pages;
- “Popular” and “Most discussed” feed sorting.
3. What information is used and where it comes from
- information that the user personally provides in the matching profile: level of study, field, desired country, country where school was completed, level of English and other languages, exam results (IELTS, TOEFL, SAT, Unified State Exam (EGE)), study budget, the “free only” option;
- programmes that the user has saved to favourites;
- characteristics of the programmes themselves from the catalogue: country, field, level, language, requirements, cost, application deadlines;
- for the feed — the number of “likes” and comments on posts.
Information about user behaviour on the Website (browsing history, clicks, time on page) and information from third-party sources are not used for recommendations. The Website does not use third-party analytics or advertising systems.
4. How recommendations work
The algorithm compares the requirements of each programme with the profile data: language level on the CEFR scale, minimum exam scores, cost and budget, number of years of school education, match of level, field and country. Programmes with no mismatches are shown as suitable; the others are shown as “almost suitable” with a list of what is missing. Similar options are selected by matching country, field and programme type. The popularity of posts is determined by the number of “likes” and comments. Recommendations are generated automatically and do not guarantee admission.
5. Where the information is stored
The matching profile, favourites and checklist ticks are stored in the user’s browser (local storage). If the user is signed in to an account, profile data are processed in accordance with the Personal Data Processing Policy.
6. How to opt out
The user may choose not to fill in the matching profile, reset it with the “Reset to example” button, select “Newest first” or “Nearest deadline” sorting instead of the recommendation-based one, or delete Website data in the browser settings. The catalogue of programmes, universities and internships is fully available without recommendations.
7. Changes to the Rules
The Website owner may amend the Rules; a new version applies from the moment it is posted on this page.
Version of 13 October 2026.
